Director of HR Operations

The Director of HR Operations will be responsible for the design and execution of overall company HR system operation strategies.  This position will lead and direct a team of HR operations professionals and provide guidance for the overall HR team as it relates to day to day operations. 

Essential Functions:
  • Directs all Payroll functions
    • Bi-weekly processing
    • Establish and manage controls for payroll processes; Partners with the Accounting/Finance department on all Payroll related matters.
    • Year-end payroll related activities including W2’ s, tax filings, adjustments, etc.
    • Ensures a complete and current suite of SOPs
    • Manages compliance with internal policies and controls, as well as state, local and federal laws and regulatory guidance.
  • Directs HRIS platform utilization and optimization
    • Design, development, testing, implementation, security, and maintenance of all Human Resources Information Systems (HRIS) to meet corporate requirements
    • Partners with stakeholders to define HR technology needs and implement solutions aligned with corporate strategies.
    • Implementation and system enhancement upgrade execution
    • Ensures a complete and current suite of SOPs
    • Manages relationships with external vendors, negotiates contracts and RFP’ s as needed.
    • Manages compliance with internal policies and controls, as well as state, local and federal laws and regulatory guidance.
  • HR Operations
    • Provides seasoned HR Operations expertise and guidance to other HR leaders who utilize HRIS platforms to ensure efficient process execution, needed process changes, seamless data flow and overall, system integrity
    • Brings outside experience needed to continue to strengthen HR Operations in line with the Company growth strategy.  Leads process improvements and policy changes.
    • Partners with management for M&A, providing all HR Operations information and deliverables
    • Lead special Payroll, HRIS and cross-functional projects and project teams.

QUALIFICATIONS AND COMPETENCIES:
  • Bachelor’ s degree required, preferably in Human Resources, Finance, or Business Administration.
  • Minimum of 15 years of progressive HR leadership experience, spanning generalist and specialist areas, with 5+ years directly overseeing HRIS & Payroll preferred.
  • Experience with ADP required.
  • Multistate payroll processing capability understanding
  • Strong understanding of all HR specialist and generalist functions and key processes
  • Strong understanding of HRMS database design, structure, functions and processes, and experience with database tools
  • Strong consultative skills and ability to advance a value driven HR model in a growth cycle.
  • Strong knowledge of MS Outlook and the MS Office suite, including Excel and PowerPoint
  • Project management skills including leading cross-functional/matrixed teams strongly preferred.
  • Able to persuade and influence at the senior leadership levels of the organization.
  • Ability to work in a fast-paced environment and juggle multiple priorities. 
  • Able to think quickly, assess a situation and make a sound decision. 
  • Able to use technology to optimize efficiency and effectiveness.
  • Solid written and verbal communication, listening, organization and priority setting skills.

Donna R. McCarty, CPC has over 30 years of experience in the healthcare industry within Connecticut and nationally. Donna has been associated with area hospitals, a health maintenance organization and a national home infusion therapy company.  In these settings, she had the opportunity to be involved in every facet of healthcare, primarily in financial and administrative capacities.

As Senior Vice President & CAO, Donna performs executive searches for leadership roles in healthcare and non-profit organizations. She is also responsible for compliance, contracting, education, public relations, and on-boarding of new employees at J. Morrissey.

Donna’s community involvement includes a longstanding relationship with Prevent Blindness Connecticut.  She has served two terms as board chair, was the 1998 recipient of the Robert and Joyce Polk Award for distinguished service, and the 2001 recipient of the Cincinatus Award for outstanding service and dedication.  She was also the past president and founder of the Greater Hartford Chapter of the Quinnipiac University Alumni Association and was a member of the Quinnipiac University National Alumni Board of Governors for 18 years.  Donna has also served as past president of the Connecticut Women in Health Care Management, served on the UCONN Health Care Management Advisory Board for the university’s undergraduate and graduate health care programs, and The Hartford Courant CareerbuilderRx Advisory Board. Most recently, she was co-chair for Relay For Life in Plainville, CT in 2008-2010. Donna was a founder and president of Women Executives in Healthcare until 2016.

Donna is a 1990 cum laude graduate of Quinnipiac University with a Bachelor of Science degree in Health Management.
